Various declarations, guidelines or principles on the human rights of people with a disability have been adopted by United Nations bodies. The United Nations Standard Rules on the Equalization of Opportunities for Persons with Disabilities is a key human rights instrument, developed on the basis of experience gained during the United Nations' Decade of Disabled Persons (1983-1992).
According to the Standard Rules, 'persons with disabilities are members of society and have the right to remain within their local community and they should receive the support they need within the ordinary structure of education, health, employment and social services'.
